The construction industry among the most supported sectors for business restructuring

Several thousand companies in difficulty have requested the assistance of the commissioners for restructuring and prevention in 2022. These CRPs, which depend on the Directorate General for Enterprises (DGE) of the Ministry of the Economy and are attached to the regional prefects , had to support these companies in an uncertain economic context marked by rising costs and prices, particularly of gas and electricity.

The 2022 report drawn up by the DGE indicates that 63% of the 3,212 companies supported by the CRPs operate in theindustry manufacturing. The construction sector is also one of the sectors most followed by this service at Bercy, with a total of 5% of cases handled over the year.

More than half of the files concern SMEs

In any case, the vast majority of requests come from the smallest structures: “Small and medium-sized enterprises (SMEs) remain the main target of the CRPs’ action, they represent 57% of the companies supported and 26% concern very small enterprises (VSEs), which have fewer than 10 employees (…) “, says the report. Medium-sized companies (ETI) only weigh 16% of files, when large groups represent only 1% of the total.

Overall, the succession of crises since the Covid pandemic has weakened many structures, reducing their cash flow and blurring their visibility. Of the more than 3,000 companies monitored, 431 benefited from the Solidarity Fund set up during the sanitary confinements, 452 suffered a spike in their energy bills and 605 saw their production impacted by the conflict in Ukrainewhich had a significant impact on markets and supply chains. Against abusive renewals of energy contracts, Bercy had also published a “checklist” last fall.

Confidentiality and free

The New RegionAquitaine, “largest region of France and with a dense economic fabric”, has the largest number of companies supported, all sectors combined (433). There Normandy (367), the Great East (313) and Auvergne-Rhone-Alps (280) are also among the most affected regions. In Île-de-France, the leading economic region in France, the number of applications stands at 263. Conversely, the Brittany (145), Provence-Alpes-Côte d’Azur (107), Mayotte (19) and Guadeloupe (4) are among the least impacted regions.

The work of the CRPs is essentially based on anticipating economic risks. Established in each territory and in connection with local actors, they are also betting on Signals weakens, a start-up of the State. This one “has developed an algorithm intended to detect the difficulties of companies as early as possible even when they are underlying”, explains the DGE. Once they have been identified and then contacted, the companies in question can be accompanied “confidentially and free of charge”.
