The generalization of electronic invoicing is becoming clearer
There is still a little time but the administration prefers to prepare. For companies, the generalization of the electronic invoice and the transmission of transaction data to the administration will be done gradually from July 1, 2024.
A reform supposed to strengthen the competitiveness of companies by reducing and dematerializing their administrative procedures, but also to improve the fight against fraud. In addition, Bercy hopes to better understand the activity of economic players in real time and plans to simplify, in the long term, their reporting obligations via pre-filling of VAT returns.
Choose a partner platform or Chorus Pro
In the meantime, the Ministry of the Economy is launching a pilot program as well as a call for applications to facilitate this change, which should concern 4 million companies exchanging approximately 2 billion invoices each year. All companies, whatever their size, must have chosen a dematerialization platform to send their electronic invoices and transmit their data to the administration.
“They will freely choose to use either a dematerialization platform known as the administration’s ‘partner’, or directly to the public invoicing portal (Chorus Pro) which has already been operating electronic invoicing since 2017 in relations between the public sector and its suppliers”details Bercy.

“A break-in phase” will therefore precede the generalization of electronic invoicing between January and June 2024, in order to “test in real conditions the proper functioning of the system from start to finish, involving all the players: public billing portal, partner platforms, user companies and software publishers”continues the ministry.
The idea is to test the adaptability of the system, its reliability and its security. Operators wishing to participate in this pilot will be able to respond until June 26, 2023 to a call for applications initiated by the Directorate General of Public Finances (DGFIP) and the Agency for State Financial IT (AIFE). The selection will be made in the summer for a start of preparation in September.
In the meantime, a registration service for dematerialization platforms that are partners of the electronic invoicing system will see the light of day within the DGFIP. “To date, no platform is yet registered”, indicates the Ministry of the Economy. Those who are, will see their names displayed on tax office website, which companies are already invited to consult. They can also find information on the transition to dematerialized invoicing.
